Russian Military Chief: US supplying anti-aircraft missiles to Syrian ...

?The General Staff has information that the militants, who are fighting against Syrian government troops, are armed with the portable air defence systems of various countries, including the Stinger of U.S. production,? he underlined.

Commenting on some media reports that the Obama administration gave instructions to pass on a batch of the portable air defence systems to the formations of the unappeasable Syrian opposition, Makarov said, ?The US denies this fact, they say that they did not deliver anything to them (Syrian militants). However, we have reliable information that Syrian militants are armed with foreign portable air defence systems, including U.S. air defence systems.

?It is necessary to find out who supplied it to them,? the chief of the Russian General Staff said. ?For this purpose all types of transport can be used, including civil airlines,? he said.

On October 17, a Syrian source stated that the U.S. allegedly decided to pass to Syrian militants a batch of portable air defence systems. ?President Barack Obama, who was speaking not quite well at the first round of the debates compared to his rival Mitt Romney, prepared a ?strong? card. He gave instructions to pass the air defence systems to formations of the unappeasable Syrian opposition,? he told journalists.

However, the U.S. did not confirm the reliability of this information. Spokesperson of the U.S. State Department Victoria Nuland stated on October 18 that she cannot confirm anything like that.

Under the OSCE Strategy to Address Threats to Security and Stability in the twenty-first century approved in Maastricht in 2003 the organization uses all available instruments for counteracting the proliferation of the air defence systems.

According to the decision taken at the OSCE forum for security cooperation number 3/04 in May 2004 and approved by the OSCE Council of Ministers at the end of the same year, the OSCE states, including the U.S., that it is committed to contribute to the use of efficient and comprehensive mechanisms for the export control of portable air defence systems. In particular, the export supplies of the portable air defence systems only to the governments of other countries or the agents, which are empowered concretely to act on behalf of the government, are permitted. The violation of the principles of the decision comes under the effect of penalty sanctions, including those related to criminal persecution.

Syrian rebel fighters armed with foreign-made MANPADs ? General

Syrian rebel fighters are armed with foreign-made man-portable surface-to-air missiles (MANPADs), including US Stinger missiles.

This came in a statement at a news briefing by the Chief of the Russian General Staff, Nikolai Makarov, earlier today.

According to him, arms can be delivered to the Syrian opposition by air, including via civilian airlines.

An informed Syrian source said on October 17 that the US had made a decision to hand over a consignment of MANPADs to the militant that are fighting against Damascus.

But the US has since failed to confirm the veracity of information.

iPad Mini hands on: Shrunken iPad or huge iPod? (Both, actually)

The thing that hits you when you pick up the iPad Mini?isn't how small it is, but how big it actually?seems. The reason? The much thinner bezel means a much better screen-to-body ratio.

The other thing that strikes you is how well the industrial design of the new iPod Touch lends itself to the iPad Mini. You will have a very hard time choosing between the two-tone black model and the two-tone White model, as you can see in the shots below, but either way, Apple is really on to something with the new, uh, two-tone design motif.

"Does it feel like a shrunken iPad?" my colleague Rosa asks. Yes ... and no. The first thing you feel is actually, "Wow, I am holding a huge phone!" If you've ever held a Samsung Galaxy Note, for instance, you get a sense of what I'm talking about. It's only after that first burst of huge-phoneness that you settle in and start treating it like an iPad, one that is, yes, miniaturized.

I gave the iPad Mini the all-important lie-on-your-side-and-read test. No,?I didn't get on the ground, but I held it in ?my standard reading position. While I think you could still get cozier on, say, a Kindle Paperwhite, this thing will be a lot less tiresome to hold one-handed. Just be careful, because the tighter bezel could mean accidental pageturns.

So, the Apple execs were ferocious about noting that the iPad Mini has the same screen resolution as the iPad 2. That doesn't quite make its screen resolution a "Retina" display (one where your eyes can't perceive the pixels). The iPad Mini has 163 pixels per inch, which is a step up from the 132 ppi of the iPad 2, but a far cry from the?264 ppi of the more expensive iPad. The bump up from the iPad 2, with a smaller screen,?does give everything a sharp look, though, like you're gazing at an iPad interface through some kind of lens.?

The Apple folks are also keen to point out that the surface area of the iPad Mini is about a quarter greater than the surface area of lower-priced Android tablets, such as the $199?Nexus 7 and the $249 Kindle Fire HD. Those both have greater pixel densities, and 16x9 aspect ratios that are?optimized for movie watching. I would say that if you're using this primarily for movie watching, then the Android models make sense, but as Apple demonstrated,?when you are looking at websites and e-books, you get more surface area at one glance.

Of course, the iPad Minis on display ? complete with adorable little matching?Smart Covers ? were all well behaved, running apps as?snappily as you'd expect with the A5 processor.

I think you'd still need to see it in a store to know if it's right for your needs, but Apple's clearly bringing a whole new media consumption option to the table with iPad Mini, though one that's not exactly going to replace your computer. Or your phone.

Spotlight on foreign policy at final debate

There are 15 days and one presidential debate between President Obama and Mitt Romney and the general election.

While both candidates acknowledge the outcome of the election depends on no more than two dozen swing states, the debate tonight - the third of the campaign season - provides the final opportunity for the candidates to make their case to a national TV audience. Both Obama and Romney spent the weekend behind closed doors preparing.

Two previous debates ? one which President Obama indisputably lost with an uninspired performance and one where he redeemed himself in the eyes of Democratic stalwarts ? have equalized into the same dead heat the campaigns and political experts have long expected. An NBC / Wall Street Journal poll released Sunday had the race tied at 47 percent support for each candidate. President Obama has an edge among women, according to a Wall Street Journal / NBC poll released Sunday. Mitt Romney has the edge among men.

Tune in to ABC News.com tonight at 8 p.m. ET for anchored coverage of the final presidential debate, held at Lynn University in Boca Raton, Fla.

On paper, President Obama should hold an edge in a debate focused on foreign policy. He can boast of giving the order for American Special Forces to carry out the operation in Pakistan that killed Osama bin Laden. He brought combat troops out of Iraq, ending the war that had played such a pivotal role in the two previous presidential elections. President Obama surged troops into Afghanistan, where as a candidate in 2008 he said more focus should have been in the first place during the years after 9/11. But he has set a timetable for withdrawing American troops from that country. While Romney has strongly criticized the timetable for being public, he has not made Afghanistan a main topic on the campaign trail and aides have said he would try to stick to a similar schedule for withdrawing American troops.

Indeed, while 46 percent of Americans approve of his handling of the economy and 52 percent disapprove, according to the Wall Street Journal / NBC poll released Sunday, 49 percent approve of his foreign policy and fewer, 46 percent, disapprove.

But with a stubbornly difficult economy, this is not an election that anyone thought would hinge on foreign affairs. That is why Republicans chose a former one term governor who has made his main pitch his career as a businessman.

When Romney embarked on a mid-campaign overseas trip this summer, he was attacked by the British press over comments he made about security for the Olympics. A trip that was supposed to showcase Romney's own experience heading the Salt Lake City Olympics in 2002 instead included the London mayor leading tens of thousands in a chant against him.

Democrats today sought to recall those headlines in framing the debate on talk shows Sunday.

"People want to know that they have a strong, steady hand in the Oval Office. They don't want someone who's reckless and who's been consistently wrong on foreign policy issues as Gov. Romney has," said David Axelrod, a top Obama campaign adviser, on "Meet the Press." "We all remember his 'Dukes of Hazzard' tour of international destinations over the summer where he not only roiled countries that are not as friendly to us but our best ally, Britain. He was wrong on Libya. He was wrong on Iraq."

Democrats have also mocked Romney for referring to Russia in March as the top "geopolitical foe" of the United States. He later explained his position ? that Russia often stands with some of the world's worst actors ? in an op-ed in Foreign Policy magazine.

But there have serious openings for Romney to make a foreign policy argument lately.

Republicans have said the administration was too slow to label the attack on the U.S. consulate in Benghazi as an "act of terror."

President Obama muted that criticism during the town hall debate last week at Hofstra University when he pointed out he had used the phrase "acts of terror" during a speech the day after the attack.

Romney was unprepared for that semantic joust and lost the moment during the televised debate, but his larger point is accurate. It took the White House and the Obama administration two weeks to publicly describe the attack as terrorism even though it is now clear that U.S. officials knew it was a coordinated attack and not an organic uprising within days.

But the Libya attack has become increasingly political. Democrats have argued that Republicans on Capitol Hill investigating the Benghazi attack released classified information. Republicans have said the attack is a symptom of a larger lack of leadership by the White House.

"This is Exhibit A of a failed foreign policy," said Sen. Lindsay Graham on Fox News Sunday. "Al Qaeda is alive and well in Libya, Iraq, Syria and the wars are not receding. And what happened in Benghazi is a case study in failure at every phase, before, during, and after. And what they did after the attack, I think is just absolutely unacceptable. They tried to confuse, delay and deny. Create a narrative this was a spontaneous event when it was not, because the truth of the matter is -- the Benghazi, Libya conflict was a death trap long in the making. And this is failed presidential leadership at its worst."

On Syria, where the strongman President Bashar al Assad has waged war on rebel forces trying to overthrow him, Republicans have criticized the White House for not doing more to arm the opposition, but it is not clear what exactly Romney would do differently. Romney does not support U.S. involvement in enforcement and a no-fly zone to restrict the Syrian government.

Romney has been vocal in accusing the president of not being close enough to Israel or tough enough with Iran, which continues to pursue a nuclear program despite harsh international sanctions. News reports Sunday of the possibility of one-on-one talks between the U.S. and Iran could add a new element to the debate. The White House denied the report and Romney would not say Sunday if he would support bilateral talks.

Israel and Iran are sticky subjects in American politics. Both candidates, for instance, say that they will not tolerate a nuclear-armed Israel. And in Florida - the key swing state where tonight's debate will take place - the issue of support for Israel carries outsized importance due to a large Jewish population. Earlier this summer, Obama signed a bill renewing U.S. military support for Israel on the eve of Romney's trip there after his stop at the London Olympics.

Other subjects to watch for tonight: China and U.S. defense spending.

Romney has said he would work to declare China a currency manipulator if he is elected. President Obama's approach to China, one of the top holders of U.S. debt, has been more diplomatic. But his campaign has tried to argue that Romney's former company, Bain Capital, helped companies outsource jobs there. There is scant evidence that Romney was involved in those efforts.

While Romney wants to cut U.S. domestic spending, on defense he has suggested increased spending, particularly on the Navy, which he says has fallen into disrepair. He would tie defense spending to the Gross Domestic Product, which could create trillions in more spending.

Obama entered into an agreement with congressional Republicans to enact steep budget cuts, including to defense, if they could not reach a deficit reduction deal. That deal failed and when the election is over lawmakers will undoubtedly scramble to find a way to avert the spending cuts. But Democrats generally favor paring back on defense, especially as part of any deal to reduce the deficit.

BBC faces more fallout on Savile scandal

LONDON (AP) ? The BBC faced growing fallout Monday over sexual abuse allegations against a popular children's TV entertainer, as Prime Minister David Cameron accused the broadcaster of changing its story about why it killed a news segment on the accusations.

The powerful broadcaster tried to stem the damage, saying in a statement that a top editor had stepped down from its BBC Newsnight program after he was found to have given incomplete, inaccurate explanations for the decision to keep an investigation of the late Jimmy Savile from being broadcast in December.

The scandal is one of the worst to rock the BBC, long a key player in British public life and often cited as one of the most trusted sources of accurate, unbiased information.

"The BBC is a public service broadcaster that depends on the public trust, and anything that suggests it hasn't been truthful undermines that trust," Conservative Party lawmaker Rob Wilson told The Associated Press. "That's why this is such an important issue for them."

Police are investigating accusations against Savile and say there may be more than 200 potential victims of the entertainer, the longtime host of the BBC's "Top of the Pops" and "Jim'll Fix It," recognized for his garish track suits and platinum hair.

The BBC's tough statement about editor Peter Rippon deepened the suspicion that there had been a cover-up. It is suspected of pulling the Newsnight segment because of its harsh portrayal of Savile, who was hailed as a popular fixture in children's TV when he died at 84 last year.

Wilson said the BBC has tried to evade responsibility for its long tolerance of Savile.

"They were sidestepping the story, hoping it would go away," he said. "The BBC was saying the cultural issues that led to this were in the past, but when we saw BBC looking at the Jimmy Savile issue and finding out uncomfortable things, they appeared to want to cover it up."

The BBC's backtracking prompted unusual criticism from the prime minister.

"The nation is appalled, we are all appalled by the allegations of what Jimmy Savile did and they seem to get worse by the day," Cameron said, accusing the BBC of changing its story about why it decided not to broadcast the piece.

Tim Burt, a managing partner of the Stockwell Communications crisis management firm, said BBC faces a major blow to its reputation at a time when it is entering delicate negotiations with the government about the terms of its charter.

Rippon is the first BBC figure directly blamed for the broadcaster's failure to properly report on abuse claims. He is stepping down immediately for the duration of the investigation.

The BBC Trust, the corporation's governing body, conceded there had been "inaccuracies in the BBC's own description of what happened in relation to the Newsnight investigation."

The BBC says Rippon's explanation of his decision in a blog post earlier was "inaccurate or incomplete in some respects."

BBC is publicly funded through its license fees and various commercial enterprises; it enjoys a large degree of independence from government but is subject to legislation passed by Parliament.

In a statement released Monday, the BBC cited three problems with Rippon's initial statements about why the segment was not aired.

The BBC said Rippon's blog indicated that Newsnight staff had no evidence against the BBC when in fact there were allegations that some of the abuse happened on BBC premises.

It also faulted Rippon for saying that all the abuse victims interviewed by the program had told police about the abuse, when in some cases the women had not done so, meaning that police were "not aware of all the allegations" against Savile.

In addition, BBC said Rippon had indicated that there was no evidence that anyone working at the Duncroft school was aware of allegations that Savile had abused girls there, when in fact there were indications that "some of the Duncroft staff knew or may have known about the abuse."
